Illinois published questions and answers about how the Hotel Operators' Occupation Tax (HOOT) applies to retreat centers. HOOT applies to room rental charges at a business that rents rooms to the public.

Some retreat centers only rent rooms to people participating in programs at the center. Charges to join these retreats are not subject to the HOOT because the room rentals are not open to the public.

Other retreat centers allow members of the general public to rent rooms. These retreat centers must collect tax on all of their room rental charges. They should also collect tax on lump-sum charges for rooms and retreat programs.
