The Arkansas Department of Finance and Administration issued an opinion on sales of bundled dashboard and personal website services.

In this case, distributors purchased dashboard and personal website services from a company to sell the company's products. The distributors used the dashboard services to track, manage, and grow the business. The personal websites allowed the distributors to give presentations. The dashboard and website services were sold together and downloaded directly from the company's server.

Arkansas does not tax sales of software delivered electronically. Since the dashboard and websites were downloaded straight from the company's server, they were electronically delivered. Also, the dashboard just allowed distributors to access online information. Simply allowing access to online servers is not a taxable service. Therefore, the whole bundle was not taxable.
