The Rhode Island Division of Taxation issued a notice explaining what use tax is and when it applies. When a customer in Rhode Island purchases an item from outside of the state and the seller does not charge sales tax on that item, the customer owes use tax. This includes purchases from websites, catalogs, and toll-free numbers. Taxpayers can apply for Rhode Island's new self-audit program if they fail to pay use tax on purchases. If taxpayers pay the use tax they owe under this program, the Division will waive all penalties and some of the interest.
