The North Carolina Department of Revenue recently ruled that lump-sum charges for the temporary installation, maintenance, and removal of equipment to close a road lane are taxable.

A traffic control equipment and services company rents and sells traffic control equipment and performs traffic control services. The equipment includes items such as traffic cones, safety vests, temporary construction signs, arrow boards, and barricades. The services include lane closures, flagging operations, and sign installations for those building and repairing roads.

The department ruled sales tax applies to the total contract price for the equipment rental and the services provided as part of the contract.
