Upcoming Tax Changes for Photography Services in Iowa

The Iowa Department of Revenue has released a publication explaining how tax applies to photography services. The publication also explains how tax applies to physical and digital goods provided with photography services.

Prior to July 1, 2018, photography and retouching services were only taxable when the sale included a physical product (e.g., printed photo, flash drive, CD). After July 1, 2018, the sale of photography and retouching services is taxable regardless of whether the output is physical or digital. Additionally, digital photographs and other products delivered electronically are taxable in Iowa beginning on January 1, 2019.

The publication also provides examples of taxable goods and services. The examples illustrate goods and services that are taxable after July 1, 2018, and charges that are taxable after January 1, 2019. Of particular note, photo sharing services are taxable after January 1, 2019.
