Effective August 1, 2017, bottled water is subject to sales tax in Washington.

Bottled water is water that is calorie free, does not contain sweeteners, and is sold in safety-sealed containers. Bottled water does not include ice or water dispensed from self-service dispensers.

For bottled water sold in stores, tax should be collected on all sales unless the water is purchased with SNAP (foods stamps).

For bottled water delivered to a customer, the water can be purchased tax exempt if the customer does not have access to safe water or it is sold pursuant to a prescription. An exemption certificate must be provided to the seller for the purchase to be tax exempt.

Note that a customer can file a refund claim for tax paid on bottled water purchased in a store if (1) the buyer does not have access to safe water or it is sold pursuant to a prescription and (2) other requirements provided by the Department of Revenue are met.
